New pathways for non-locally trained nurses were created after amendments to the Nurses Registration Ordinance in July 2024, supporting limited, special registration and enrolment routes.
A new talent admission channel from 30 June 2025 includes nurses. By 28 February 2026, Immigration Department had received 174 nurse applications under that skilled trade route.
