Hong Kong continues to address healthcare manpower pressure. The Government said nursing training places rose nearly 60 per cent, from about 3,200 in 2016/17 to about 5,000 in 2024/25.

New pathways for non-locally trained nurses were created after amendments to the Nurses Registration Ordinance in July 2024, supporting limited, special registration and enrolment routes.

A new talent admission channel from 30 June 2025 includes nurses. By 28 February 2026, Immigration Department had received 174 nurse applications under that skilled trade route.
